31/03/2022 – International, accompanying measures Consulting Company (PEM CONSULT)  for the project “Integrated Solid Waste Management Kutaisi” – with the Solid Waste Management Company of Georgia (SWMCG) presented a consolidated summary report on consulting services to representatives of the project regions, donor organizations and stakeholders of the project.

The Solid Waste Management Company of Georgia (SWMCG) under the Ministry of Regional Development and Infrastructure of Georgia implemented the project “Integrated Solid Waste Management Kutaisi” under German-Georgian bilateral cooperation, with the financial support of the German Bank of Reconstruction (KfW), the EU Neighborhood Investment Platform (NIF) and the Government of Georgia.

The aim of the project is to implement a new waste management system in the regions of Imereti and Racha-Lechkhumi, Kvemo Svaneti; In particular, it covers – the construction of a new regional non-hazardous waste landfill , the development of a network of waste transfer stations and equipping municipalities with special waste collection techniques needed for waste collection and treatment. This system will completely replace the existing old landfills, which will be gradually closed in accordance with the standards. The total budget of the project is 27.5 million euros (loan (KfW): 20 million euros, grant (EU NIF): 3.5 million euros, local contribution 4 million euros). See more about  the project here.

During 2015-2021 an international consulting company (PEM CONSULT), with financial support of EU (NIF), provided assistance to the Georgian Solid Waste Management Company and the municipalities of the project regions improve capacities of the municipalities in planning and implementation of modernised waste management systems and institutional development. The consulting services included the following important issues:

  • Assistance to the organizational development of the company (financial management, technical management, public relations, waste inventory, etc.);
  • Improving the qualification of capacities of the municipalities in planning and implementation of annual waste management plan;
  • Analysis of financial aspects (including waste service and accomodation service – Gate fee);
  • Waste composting issues;
  • Finding ways to improve waste collection from remote settlements;
  • Implement policies, methods and standards of labor protection in the company and ensure safe working conditions for the company’s employees;
  • Development of the landfill operational manual (LOM) for the company;
  • Develop and facilitate the implementation of the project’s stakeholder engagement strategy and plan.

In addition, a new Management Information System (MIS) is being implemented through PEM CONSULT to provide technical and software updates to the waste registration process at the new non-hazardous waste landfill. As a result, the company will be able to provide improved comprehensive data to the municipalities and MEPA on each individual waste delivery, on total waste delivered and on variations per season.

The Solid Waste Management Company of Georgia (SWMCG) also provided an updated information on the construction of a new regional non-hazardous waste landfill and waste transfer stations.

The report presentation was attended by representatives of the Ministry of Regional Development and Infrastructure of Georgia, the State Representatives of the Project Regions, the German Reconstruction Bank (KfW), the EU Delegation representative and the municipalities of the project regions. The event participants had the opportunity to discuss all important issues related to the project directly with the project executors.
