The Solid Waste Management Company of Georgia LTD (SWMCG) has received financing from the KfW Development Bank toward the cost of the Integrated Solid Waste Management Programme II Kakheti and Samegrelo-Zemo Svaneti Regions, Georgia, and intends to apply part of the proceeds toward payments for the contracts under the tender title “Supply of Equipment for Landfill in SZS and Long-Distance Equipment for Transfer Stations”. The contracts (lots) are:

  1. Lot 1: Long-Distance Equipment for Transfer Stations;
    • 4 Hook lift trucks
    • 11 Roll-on/Roll-off containers with 35 m³ capacity
    • 2 Roll-on/Roll-off containers with 30 m³ capacity
    • A Tipper truck
    • A Pick-up truck – type A
    • A Pick-up truck – type B
    • A Water tank on a hanger
    • A Mobile fuel tank for the compactor

Optional:

  • 2 Hook lift trucks
  • 2 Roll-on/Roll-off containers with 35 m³ capacity
  • A Minivan -8 seats

The Solid Waste Management Company of Georgia LTD (SWMCG) now invites sealed Bids from eligible Bidders for the two Lots indicated above. Bidders are allowed to bid for one lot or combination of lots. Bid per item is not allowed and shall be rejected.

Bidding will be conducted by means of the International Competitive Bidding procedure with qualification as specified in the KfW Guidelines for Procurement of Consulting Services, Works, Plant, Goods and Non-Consulting Services in Financial Cooperation with Partners (“KfW Guidelines”)[1], updated as of January 2021.

The bidding process will be conducted using the exficon.de e-procurement portal and subject to its conditions of use. Bidders must be registered in exficon GmbH website in order to participate in this bid.

Bidders are requested to nominate one dedicated contact person (name, email address and phone number). The nomination shall be sent to the SWMCG via email (t.dzimistarishvili@hotmail.com) latest seven (7) days prior to expiry of the bid submission deadline. The details of the nominated individuals shall be used to set up an e-procurement system for this tender submission. The operator of the KfW-approved e-procurement system, exficon GmbH, Frankfurt am Main, will respond to the persons authorized for electronic submission with an invitation email containing the access link to the system. It is recommended to log in after receipt to make sure that there are no technical difficulties.

Qualification Documents and Bids must be scanned and uploaded to https://exficon.de/tad/current-tenders/ on or before 06/11/2023. Late Qualification Document and Bids will be rejected.

In the first public session on the Exficon.de e-procurement portal, only the Qualification Documents will be automatically opened and a record of the opening process will be accessible through the opening protocol window. In the second public session only the Bids of those Bidders who have fulfilled the qualification criteria will be opened.

The Bidder shall meet, among other criteria, the following qualifications criteria:

  1. Achieved minimum average annual turnover of EUR 2.7 million for Lot 1 and EUR 1.3 million for Lot 2, during the last five (5) years;
  2. Executed two (2) similar contracts of minimum value of EUR 1.3 million EUR for each in Lot 1, and EUR 650,000 for each in Lot 2, satisfactorily and substantially completed as a prime contractor, joint venture member, management contractor or subcontractor during the last ten (10) years preceding the deadline for submission of bids;
  3. Has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the supply cash flow requirements estimated as EUR 1.6 million for Lot 1 and EUR 770,000 for Lot 2;

All Bids must be accompanied by a Bid Security of EUR 27,000 for Lot 1 and EUR 12,800 for Lot 2.

Has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means (independent of any contractual advance payment) sufficient to meet the construction cash flow requirements estimated as 1,500,000 EUR (one million and five hundred thousand Euro);
4. Complied with Environmental, Social, Health and Safety Management requirements.

Project Measures: SWMCG intends to commission a sector study that shall develop appropriate concepts including investment measures for the implementation of the National Waste Management Strategy and EU standards.

Requested services:

  1. Re Investigate strategies and concepts for the development of waste management systems and infrastructure in accordance with the National Waste Management Strategy and EU standards.
  2. Assess entry points for private sector engagement and where interfaces can be established. Discuss corresponding ideas and plans of relevant bodies (ministries).
  3. Assess which corresponding models for future operation can be developed in addition to the SWMCG. In addition, the Consultant will define the future role of the SWMCG and identify other potential fields of action such as conduction of recycling and segregation at source of valuable waste fractions, etc.
  4. Determine the costs of future models and adequate tariffs
  5. Assess the potential of citizen’s protests against planned ISWM infrastructures and propose measures to improve their social acceptance
  6. Provide an objective, verifiable and transparent prioritization system of ISWM infrastructure investments that builds on a needs and impacts assessment;
  7. Provide a phased investment plan for local and regional ISWM infrastructure for the short, medium and long term (2020, 2025 and 2030), concerning waste collection and transport, reduction and recycling of waste as well as waste treatment and/or disposal facilities.
  8. Propose the necessary legal and institutional changes that will make the investment plan indicative of the current situation, in line with national priorities and policies and easily implemented.
  9. Analyse the national regulations regarding Enviromental, Social, Health and Safety (ESHS) issues compared to the kfw ESHS standards and propose measure to bridge the gaps.
  10. Propose accompanying measures that will make the Sector Study more applicable and implementable.

Project Measures: The main features of the Project include the design and construction of a new Sanitary Landfill near Kutaisi (to replace the existing Kutaisi Landfill), as well as installation of five transfer stations in rural parts of the Project area and closure/clean-up of eight landfills.

Requested Services:  The services include the construction of the new Sanitary Landfill in Kutaisi, Georgia to serve the regions of Imereti and Racha-Lechkhumi and Kvemo Svaneti. The landfill will be located in an area of former military use, about 8 km east of Kutaisi, between the villages of Chognari and Godogani. The tendered works include the construction of the Phase 1 (approx. 5.4ha) for a lifetime of 7 years and a capacity of 800,000 m³ (the whole Sanitary Landfill is designed for a total lifetime of 20 years and a capacity of 2.2 million m³). The works will include the construction of a Sanitary Landfill including all necessary infrastructure for operation: buildings (administration, garage, and entrance control), leachate treatment, degassing system, etc. The applicant should have proven experience in general construction, sanitary landfill construction according to EU Standards, contract management and projects with significant Environmental, Social and Health and Safety impact.

Project Measures: The Government of Georgia, represented by the Ministry of Finance, has approached the European Bank for Reconstruction and Development (the EBRD) and Kreditanstalt für Wiederaufbau (the KfW) (together, the Banks) with a request to finance the Central Georgia Solid Waste Project (the Project).

The Project is expected to finance:

  • the construction of one or more European Union (EU) compliant regional sanitary landfills to serve municipalities located in the central part of the country, namely in Mtskheta-Mtianeti, Shida Kartli and Samtskhe-Javakheti regions (jointly the Municipalities), including waste collection points and transfer stations as required; and
  • the acquisition of trucks for transporting waste from the transfer stations to the landfill(s), landfill management equipment and solid waste collection vehicles.
  • the closure of existing dumpsites in the Municipalities, as required.

Requested Services: The Client now intends to retain a consulting company (the Consultant) to carry out a feasibility study of the Project (the Assignment).

The expected outcome of the Assignment is to verify whether a bankable project can be prepared, and prepare such a project to achieve the objectives defined by the Banks and the Client.

The selected Consultant is expected to carry out

1: a baseline study.

2: project proposal.

3: financial analysis.

4: project implementation plan.

5: environmental and social assessment.

Project Measures: SWMCG intends to implement comprehensive Solid Waste Management Systems in the Georgian Regions Kakheti and Samegrelo-Zemo Svaneti in order to improve the general sanitary conditions and to avoid negative impacts on natural resources, the general environment and human health. The project is supported by the Financial Cooperation between Germany and Georgia, providing capital investment for:

  • The construction of a sanitary landfill for non-hazardous waste (one for each region) including all mobile and immobile equipment for operation, monitoring and control,
  • The construction a certain number of transfer stations for each region and supply of related long distance transport equipment for transport of municipal solid waste from the transfer station to the landfill,
  • The supply of solid waste management equipment for upgrading of municipal solid waste collection in each region
  • As well as equipment for separate collection of recyclables in Samegrelo-Zemo Svaneti and equipment for a composting facility at the new landfill for Kakheti Region.
  • The closure and rehabilitation of the existing landfills in both regions shall be supported and financed by the Project as well.

An Accompanying Measures Consultant will support the Kakheti and Samegrelo-Zemo Svaneti regions and the PEA in the areas of organisational and institutional development, financial management, public relation and the implementation of the pilot projects in separation at source for recyclables and composting.

Requested Services: The Consultant’s main tasks comprise:

  • Preparation of the specification of the equipment for street sweeping, waste collection and waste transport, and support in the extension and improvement of municipal waste services;
  • Institutional strengthening and capacity building of the SWMCG, the administrations of the cities and municipalities as well as the public service companies in the Project Area;
  • Development and implementation of management information and financial management systems;
  • Support the calculation of gate fees and user fees as well as the development and implementation of a gate fee and tariff system including a tariff collection mechanism that aims at least at operational cost recovery;
  • Support the implementation of the composting and recycling pilot projects;
  • Support the implementation of public relations and awareness raising campaigns;
  • Support the reporting to KfW.

Financing: The Consultant’s services will be financed through KfW Entwicklungsbank, (German Development Bank) acting on behalf of the German Federal Ministry for Economic Cooperation and Development.

An Implementation Consultant (IC) will support the PEA in planning, tendering and super-vising the construction of the new landfill site and the transfer stations including the long distance transport equipment and the supply of equipment, as well as in general project implementation tasks.

Requested Services: The Consultant’s main tasks comprise:

  1. Review the project feasibility study
  2. Support the SWMCG during the environmental permitting process under consideration of national and international standards for environmental and social impact assessment
  3. Prepare the detailed design for the construction of the sanitary landfills, the transfer stations, the pilot composting facility and other related infrastructure
  4. Prepare the specification for the necessary mobile equipment for the operation of the landfill and the other facilities as well as for equipment for collection and transport of waste
  5. Prepare the tender documents and accompany the tender processes as well as prepare the award of contracts for the construction works and the purchase of goods
  6. Supervise the construction works for the sanitary landfills and other related facilities
  7. Carry-out training for the operation of the new landfill, the transfer stations and other related facilities
  8. Prepare the concepts and designs for closure works of the existing dumpsites in the two regions including accompanying of tenders for the closure works and works supervision
  9. Support project management

Financing: The Consultant’s services will be financed through KfW Entwicklungsbank, (German Development Bank) acting on behalf of the German Federal Ministry for Economic Cooperation and Development.

The prequalification of experienced Consultants is subject to the regulations contained in the „Guidelines for Assignment of Consultants in Financial Co-operation Projects with Partner Countries“ (see: https://www.kfw-entwicklungsbank.de/Download-Center/PDF-Dokumente-Richtlinien/Consulting-E.pdf.

The contract will be awarded to an independent Consultant firm with proven experience in the Integrated Solid Waste Management sector and the region and a minimum annual turnover of 1.500.000 €.
